HCM’s Message on Gandhi Jayanti

Chief Minister Shri Pawan Chamling and Smt Tika Maya Chamling have extended warm greetings and best wishes to the people of Sikkim on the auspicious occasion of Gandhi Jayanti.

Mohandas Karamchand Gandhi was an eminent freedom activist and an influential political leader who played a dominant role in India’s struggle for independence. Gandhi is known by different names, such as Mahatma (a great soul), Bapuji (endearment for father in Gujarati) and ‘Father of the Nation’. Every year, his birthday is celebrated as Gandhi Jayanti, a national holiday in India, and also observed as the International Day of Non-violence. Mahatma Gandhi, as he is most commonly referred to, was instrumental in liberating India from the clutches of the British raj. With his powerful political tools of Satya graha and non-violence, he has inspired several other political leaders all over the world. Gandhiji, apart from helping India triumph in its fight for independence against the British, also led a simple and righteous life, for which he is often revered.

The Chief Minister has expressed hope that the auspicious occasion will be a reminder for all of us to tread upon Gandhiji’s path of truth, non-violence and cleanliness. He also called upon the people to work towards universal peace, global unity, true compassion and swachhta (cleanliness).
In his message, the Chief Minister says that the ideals of Mahatma Gandhi are relevant even today, for , his vision for the country and his dream for the community as a whole still hold good for India. He said, “On this momentous day, let us re-dedicate ourselves to the ideals of Mahatma Gandhi : non-violence, peace and tolerance.”

“I urge the people of Sikkim to imbibe wisdom from the valued teachings of Mahatma Gandhi and strive to translate Bapu’s ideals into action. May his vision lead us through the challenges of the present and enable us build a stronger State and Nation”, the Chief Minister concluded.

Office of the Home Department and DoPART bid farewell to Tourism Secretary Shri C. P Dhakal.

Gangtok, September 29 (IPR): Office of the Home Department and DoPART hosted farewell function to bid adieu to Tourism Secretary, Shri C. P Dhakal who is retiring on September 30, 2018.

The farewell programme was attended by Additional Chief Secretary, Shri S.C. Gupta, DoPART Secretary, Shri Tenzing Gelek, HODs and other officials of Home and DoPART.

In his 38 years of service tenure, Shri Dhakal started his service as Graduate Teacher in 1980 and later served as SDM Rabangla and Chungthang before he joined as Assistant Electoral Officer (AEO) in Election Department in 1989. He was Dy chief Electoral officer, Jt CEO,Addl CEO and thereafter was posted as D C North. He was also awarded the State Meritorious Award in 2005.

He also held the post of Municipal Commissioner of Gangtok Municipal Corporation, Additional Secretary in Health Department and Special Secretary in Tourism and Civil Aviation Department before he was promoted as Secretary in the month of April this year. Under his tenure as Municipal Commissioner, GMC bagged Cleanliness Hill Station Award and Cleanliness Capital Awards. Recently on behalf of State and Tourism and Civil Aviation Department, Secretary, Shri Dhakal received Sikkim’s National Award for Best State/Union Territory for Comprehensive Development of Tourism Award amongst Jammu and Kashmir and North Easter states of the country.

In his farwell speech, Shri Dhakal thanked the people and all the officers and staffs of various departments for their cooperation. He extended his thanks to the state government and everyone who had been associated with him during his service tenure.

Additional Chief Secretary, Shri S.C. Gupta lauded the contribution of the officer on completing his services with dedication and zeal. He wished the officer success in his future endeavour and shared his good memories with Tourism Secretary.

District Administration Reaches the remote parts of West Sikkim: Karjee Mangnam.

Gyalshing, 29th September, 2018 (IPR): Under the program of ‘District Administration at doorstep’ initiated by the DC, West, the team visited the farthest, remotest and inaccessible part of the West District. Accompanied by Shri. Sonam Dadul, MLA along with SDM Yuksam, BDO Chongrang, the Head Officials of the District Administration Center and Line Departments the program was aimed to reach the unreached and to address the public’s grievances at their own place. The areas covered during the one day intensive tour were Khongri, Labdang, Yangtham, Dhupidara, Narkhola, Phokri, Karjee and Mangnam.
The DC and MLA along with the DPO (Disaster Management) distributed cheques to citizens whose property were damaged by natural calamities. The DC visited Tashiding GPU and granted Rs 75000 from DLRC in convergence with MGNREGA and Panchayat fund for the proper drainage construction. Under the “Land Bank” policy of the Government a total of 8 beneficiaries were given the benefit of land ownership at the Tashiding GPK by the MLA, DC and other officials. Similarly, ex-gratia was also given to the affected public of Tashiding GPU area.
The Tour of the above mentioned areas deemed fruitful as the public who presented their problems of destruction of property and houses caused by the consistent rainfalls were handed with cheques by the competent authority headed by the DC. Inspections of similar regions and landslides were done by the team at various places. The DC also visited GPUs, schools, ICDS, PHSC and extended relief fund to the needy during the program.

Chief Minister Shri Pawan Chamling lauched the PFMS enabled platform under NSAP at Mintogang,Gangtok.

Gangtok, Sept 29: (IPR) Chief Minister Shri Pawan Chamling lauched the PFMS enabled platform for the disbursement of Pensions under National Social Assistance Program (NSAP) here at a function held at Mintogang this evening. With this launching, Sikkim becomes one of the pioneer States to introduce this transparent system of direct benefit transfer through which beneficiaries will directly receive the pension amount in their bank account in real time. The Aadhar-linked platform has been created by National Informatics Centre, Government of India in collaboration with Ministry of Rural Development.

Four schemes will be covered under this online payment platform namely Indira Gandhi National Old Age Pension Scheme, Indira Gandhi National Disability Pension Scheme, Indira Gandhi National Widow Pension Scheme and National Family Benefit Scheme.

The program had the presence of Chief Secretary Shri A.K. Shrivastava, Chief Economic Adviser, Ministry of Rural Development, Government of India Shri Sudhaker Shukla, Principal Secretary Social Justice, Empowerment and Welfare Department, Government of Sikkim, Shri K. Sreenivasulu, Secretary RM&DD Government of Sikkim Shri C.S. Rao, Deputy Secretary Ministry of Rural Development – NCAP Smt Rekha Chauhan, State Informatic Officer NIC Sikkim Shri Birendra Chettri, Principal System Analyst, NIC New Delhi, Shri Brijesh Shrivastava, and officers of State Social Justice Department.

Principal Secretary, SJEWD, Shri K. Sreenivasulu, in his opening remarks, gave a brief outline of the new online payment platform and the schemes to be covered under it. He expressed his gratitude to the Chief Minister for sparing his time to launch the PFMS platform for the State. He added that it will bring about speed and transparency in the transfer of pension funds directly to the beneficiary without any delay.

Chief Economic Adviser, MoRD, Shri Sudhaker Shukla said that Sikkim has been a pioneer State and one of the first States to achieve maximum percentage of Aadhar seeeding (97%) for Direct Benefir Transfer Schemes. It has shown the way to the rest of the States, he added. He also mentioned that the Unmarried Women Pension Scheme initiated by the Government of Sikkim is the first of its kind in the country, and congratulated the Chief Minister for it. He stated that today’s launch has brought Sikkim under the ambit of a robust Public Financial Management System.

Principal System Analyst, NIC New Delhi Shri Brijesh Shrivastava explained the highlights of the NSAP-PPS, its key features, the process cycle and the payment system through PFMS.
