State Election Commissioner inspects the District Control Room at Soreng

Soreng, 31 Oct (IPR): The State Election Commissioner, Shri K. C. Lepcha accompanied by Shri. T. T. Lepcha, Deputy Director State Election Commission reached Soreng today, to inspect the District Control Room located at Government B. Ed. College, Soreng.
The State Election Commissioner, Shri Lepcha took stock of the preparation for the Panchayat Elections and further inspected the arrangements made under the District. Later, he met with the Officials wherein a few of the issues were discussed thoroughly including some inputs and suggestions provided by the Commissioner. He mentioned that he was appreciative towards the RO cum DC, Shri Bhim Thatal and his team of Officials for the arrangements made for successful upcoming panchayat polls and assured that all the necessary support will be provided by the Commission when required. He further acknowledged the efforts of the Soreng district’s maiden attempt to conduct the elections with such apt precision and coordination.
The Returning Officer cum DC, Shri Bhim Thatal briefed him on the facilities that have been accommodated for conducting the upcoming panchayat elections, without any hindrance.

Gangtok, Oct 31, 2022: The retiring Director(Statistics and One Health consortium), of Animal Husbandry and Veterinary Services, Dr Semsem Bhutia was awarded a warm farewell in a special programme organised at the Extension and Training hall of the Animal Husbandry Department today.
Secretary, AH&VS Dr P Senthil Kumar, IFS graced the occasion to bid farewell to the retiring Director in the presence of Principal Director, AH&VS Dr T Bajgai.
Director, Dr Semsem Bhutia was honoured with khada, souvenirs and gifts as a token of memories by all individuals.
Retiring Director Dr Semsem Bhutia, in her address, expressed gratitude for the honour and reminisced the memories of working in the department in various capacities and also assured to be available to provide technical inputs in need even after her retirement on 31st October 2022.
Secretary AH&VS, applauded the retiring Director for her outstanding and remarkable service and expressed gratitude on behalf of the state government for putting brilliant effort into transforming the livestock farming sector, and livestock statistics and being an inspiration to others.

The final Round of Training of Presiding and Polling Officers

Gyalshing, 31st October 2022 (IPR):
The final Round of Training of Presiding and Polling Officers for the upcoming Panchayat Election 2022 was successfully conducted here at the Auditorium Hall of Government Senior Secondary School Dentam under Block Administrative Centre Dentam, today.
Shri Tshering Panzo Sherpa, Joint Director of Education was present as the resource person to conduct the day-long training programme accompanied by Smt.KSC Tongden Lepcha, Superintendent Engineer Power and BDO Dentam-Cum -Sector Magistrate Shri Basant Moktan.
Shri T. Panzo Sherpa informed in detail on relevant packet handling, mandatory form filling, the importance of mock poll, postal ballot and sealing with prerequisite procedures for an errorless, free and fair election.
Later, during the hands-on training explained to the trainees the appropriate way of handling the EVM and VVPAT, and reiterated the importance of Clearing of votes, Mock Poll, Closing of votes, Yellow Paper Seal, Special Tag, Strap Seal and all other inclusive procedures.
SE Power Smt. K S C Tongden Lepcha through a PowerPoint presentation minutely deliberated on various crucial roles and responsibilities of Presiding and Polling officers along with adjoined provisions pertaining to the time of actual polling day. In an interactive session, Smt. Lepcha cleared the emerged doubts and guided them to adhere to Handbook for Presiding Officers for Panchayat Elections to be more clear on it.
Sector Magistrate cum BDO Dentam Shri Basant Moktan assured all kinds of assistance to the trainees and termed their designated role a crucial one for the smooth election procedure.
A total of 360 presiding and polling officers attended the daylong training session.

District Collector Pakyong chaired a meeting with various line departments to deliberate ease of traffic near Rangpo

Pakyong, October 31 (IPR): District Collector Pakyong, Shri Tashi Chophel chaired a meeting with various line departments to deliberate ease of traffic near Rangpo viaduct here at Tourist Centre, Rangpo today.
The main objective of the programme was to discuss ease of traffic and allocation of rooms at Rangpo viaduct. The Viaduct will be inaugurated imminently, which has a dimension 10.5 metres width and length of 826 metres.
During the meeting, the DC Pakyong and SP Pakyong interacted with officials from various line departments to discuss diversion of route through the Rangpo viaduct. Later the DC also paid his visit to Rangpo NH10 viaduct and the checkposts which will house officials from various line departments.
The meeting had the presence of SP Pakyong, Shri Karma Gyamtso Bhutia, DFO (T) Pakyong, IFS- Ms.Thenmozhi, RTO Pakyong- Shri P.R. Dulal, Commissioner Commercial Tax Deptt- Shri Manoj Rai, SDPO Rangpo, SDM Rangpo, MEO Rangpo Nagar Panchayat, police personnel, forest officials, AEs, JEs, representatives from various line departments and concerned Govt officials.

The final round training programme for Presiding and Polling Officers

Gyalshing,31st October (IPR):
The final round training programme for Presiding and Polling Officers for the upcoming Panchayat Election,2022 was held at Tashiding GPU, Panchayat hall today.
SDM Gyalshing-cum-ARO Shri Santosh Kumar Allay was present as resource person to conduct the training programme and was accompanied by BDO, Chongrang -Cum-Sector Magistrate Shri Garab Dorjee Bhutia, Senior Scientist & KVK Head Gyalshing, Shri Dinesh Basnett and Panchayat Inspector, Chongrang BAC, Shri B.S.Subba.
SDM briefed the roles and responsibilities to be carried out by the presiding and polling officers during the election and acquainted trainees on the guidelines & norms laid by the State Election Commission for the smooth conduct of Panchayat election.
Likewise,Nineteen presiding and one hundred three polling Officers participated in the training programme.
Further, the Officers were given hands-on training on 4 electronic voting machines and were oriented with the procedure to follow during the use of EVM.

Union Minister of State for External Affairs and Education, Dr. Raj Kumar Ranjan Singh welcome by Vice Chancellor, Sikkim University

Gangtok, 31st October (IPR): Union Minister of State for External Affairs and Education, Dr. Raj Kumar Ranjan Singh, was accorded a warm welcome by Vice Chancellor, Sikkim University, Shri Avinash Khare, and Registrar, Shri K.V.S. Kameswara Rao, on his arrival at the Head Office of Sikkim University in 6th Mile this afternoon.
During his brief visit to Sikkim University on the occasion of the Rashtriya Ekta Diwas celebration, Dr. Singh spoke about the prominent role assumed by Sardar Vallabhbhai Patel in the integration of the Princely States into the Indian Union and encouraged the youth to derive inspiration from Sardar Patel and contribute to nation building.
Dr. Singh also highlighted Prime Minister Narendra Modi’s “Panchamrit” strategy, which aims to strengthen the country’s climate commitments and calls for collective efforts from the citizens to address climate change. He further urged all to practice and spread messages of massive mass movements like Swachh Bharat and Atma Nirbhar Bharat to take the nation forward to greater heights of development.
Earlier, a “Run for Unity” was organised by the NSS Cell of Sikkim University to commemorate the Rashtriya Ekta Diwas. Mohammad Nehan bagged the first position in the boy’s category, while Sonamit Lepcha secured first place in the girl’s category.
The programme concluded with the vote of thanks proposed by the Registrar, Sikkim University, Shri K.V.S. Kameswara Rao.

State Election Commissioner visits Gyalshing District

Gyalshing, 31st October (IPR):
Shri K.C. Lepcha, State Election Commissioner made a visit to the district on account of the ensuing Panchayat Elections. During the visit he inspected the strong room located at Government Girls Senior Secondary School Kyongsa.
District Collector-cum-Returning Officer, Ms. Yishey D. Yongda guided him around the strong room and auditorium floor.
After the visit, Shri Lepcha chaired a brief meeting with the Sector Magistrates and Sector Police Officers.
Shri Lepcha urged to take all necessary measures to ensure the smooth conduct of polls. He expressed his satisfaction over the arrangements made by the district.

District Administrative Centre, Gyalshing observes Rashtriya Ekta Diwas (National Unity Day) and Rashtriya Sankalp Diwas

Gyalshing, 31st October (IPR):
On the occasion of Rashtriya Ekta Diwas (National Unity Day) and Rashtriya Sankalp Diwas, District Collector, Gyalshing, Ms. Yishey D. Yongda administered the pledge to all the officers and staff stationed here at DAC, Rabdentse, today. Present were ASP, Gyalshing, ADC, SDM HQ and other officers and staff.
At the outset, SDM (HQ) Gyalshing, Shri Gopal K. Chettri briefed the significance of the day to the gathering.
Rashtriya Ekta Diwas is observed annually on 31st of October to commemorate the birth anniversary of Late Sardar Vallabhbhai Patel, the Iron Man of India.

The 2nd round of training of Presiding Officers and Polling Officers-I

Soreng, 31 Oct (IPR): The 2nd round of training of Presiding Officers and Polling Officers-I for the upcoming Panchayat Elections was held at the auditorium hall of Soreng Senior Secondary School, today.
The programme was conducted mainly to revise and reinforce the previously held training on the Panchayat Elections to the Presiding Officers and Polling Officers-I.
The Returning Officer cum DC Soreng, Shri Bhim Thatal, in his brief address, advised the Officers to sincerely carry the duties that have been assigned to them and to be responsible in conducting the first elections as the new District. He further encouraged the participants to have their doubts cleared from any of the designated Nodal Officers. The DC Soreng urged them to avoid seeking for exemptions from their duties unless it is a dire emergency. He ended his address by extending his best wishes to the designated duty Officers and hoped that the elections will be conducted successfully.
The training was facilitated by SDM Soreng, Shri Ranjan Rai who spoke extensively on various issues pertaining to the Panchayat Elections such as major legal provisions of, RP Act 1951, while highlighting the varied sections under the Act. He outlined other aspects of the roles and responsibilities assigned to them as a Presiding Officer such as at collection centre, correct way of verifying documents and IDs of the candidates, mock poll procedure, sealing of machines after mock poll, sealing procedures, EVM connection, special circumstance response and duties before and after Poll.
Further the 2nd session of the training was conducted by Shri. Dilip Sharma, DPO Zilla , Soreng.
Later, the Presiding Officers were also provided hands-on training and demonstration on commissioning of the Electronic Voting Machines at Government B. Ed. College, Soreng.
