The programme, chaired by District Collector Gyalshing, had the participation of ADC/Dev, SDM (Dentam), Addl. Director(AH&VS), JD Horticulture, JD(Education), BDO(Dentam), DPO(Disaster Management), MEO(Gyalshing Nagar Panchayat), ADO Agriculture, DPM(Health) and NGOs of Dentam Block.

This programme would eventually be conducted by district Heads of Offices in the remaining four Blocks through a calendar drawn for the next three weeks.

The primary objective of the orientation programme was to make the elected PRIs aware of all ongoing schemes, projects and programs of the government which could be further passed on to the public during Gram Sabhas and otherwise, and altogether equip the stakeholders to participate in the Planning process proactively.

The officers representing various departments made detailed presentations and briefed the PRIs on sector-wise schemes. DC Gyalshing, through a PowerPoint presentation, oriented them on Zerowaste and the Swachh Bharat Mission which is a priority Flagship programme of the Centre as well as the state. She informed that hill states like Sikkim which has challenging topography and is landlocked have decentralized waste management systems as the only workable option, with due emphasis required on source segregation, waste reduction through the 5 Rs and giving up the NIMBY (Not In My Backyard) syndrome. She further said that BACs must all have an RRC (Resource Recovery Centre) and everybody’s waste eventually getting dumped at Shipchu is not a sustainable practice. She requested the PRIs to give utmost priority to sanitation and waste management since they are the requisites of a civilised society.

Earlier in the day, the DC along with Panchayats took part in the Kalash Yatra dedicated to ‘Shreemadh Devi Bhagwad Mahapuran Gyan Mahayagya’ and offered prayers at Maa Jalapa Devi Mandir. She also inspected the preparation and management of the nine-day-long Mahapuran.

Thereafter, the team paid a visit to Aashirwad Children’s Home for Girls at Begha and inspected the maintenance and management of the institute. She personally checked the sanitation & hygiene facilities, water supply, Kitchen and Dining spaces, playrooms and dormitories and directed the in charge to resolve the basic issues immediately. She also had a brief interaction with the children and enquired about their nourishment. DC directed the DCPO to visit the institute on a frequent basis and submit the inspection report.

The DC, accompanied by DPO, Disaster Management also visited Gyaten Karmatar GPU below Jhakridunga with the concerned Panchayats for identifying sites to set up footbridges as per demands received from the public.

During the two-day conference, 37 participant teachers from different schools introduced the case studies they experimented with during their classroom teaching experience with students concerning Action Research on Foundation Literacy and Numeracy through PowerPoint presentations.

Following the presentation, a brief discussion occurred between the teachers and other proficients attending the programme in which various observations and suggestions were made.

During the event, the dignitaries launched the e-learning platform, training module, research compilation, and annual bulletin programme.

Similarly, the dignitaries also felicitated thirty-seven teacher presenters with a certificate and a memento.

Smt Munna Tamang, Principal Kalzang Gyatso, SSS, Kabi, and Smt Tshering Yangzom Bhutia, CRC Coordinator, Kabi Block, Education Department, were felicitated for their active participation in the technical session.

Smt Karma Pansy Namgpa, a Retired teacher, was also felicitated with a memento for her presence at the two-day conference.

Likewise, a letter of apprehension was presented to Shri Chandra Kr Mangar for his remarkable services as an employee of DIET.

Shri Rup Narayan, the 3rd-semester student, was also felicitated for his representation as an NSS volunteer of the State in the Republic Day Parade, New Delhi.

Chairpersons of the 3rd Teachers Conference 2022-23, Mr. Rajiv Philip, Dr. M. Dhal, and Dr. Mahindra Tamang, were also felicitated during the event.

Ms. Gloria Namchu congratulated the teachers who were felicitated for their research. She said that teachers play an integral role in raising the standard of education. She stated that the New Education Policy has emphasized the importance of serious efforts to increase access to quality education for all students regardless of any distinction. She further applauded all the teachers who shared their innovative ideas at the conference.

Lastly, she expressed her gratitude to DIET for successfully organising the 3rd Teacher Conference.

In his short speech, Dr. Robin Chettri said that the conference saw a series of reforms to enhance the quality and accessibility of education. He said the education policy is geared toward students in rural areas and the development of vocational education. He added that the policy aims to make a child construct their reading and writing with comprehension skills. Dr. Robin Chettri congratulated all the participating teachers.

Shri Tshering Wangdi Bhutia, Principal DIET, briefly explained the 1st and 2nd Teachers Conference.

He informed that the objective of the programme is to provide a platform for teachers to share and discuss their innovative ideas regarding teaching methodologies. He also highlighted that the mission of NIPUN BHARAT (National initiative on proficiency understanding and numeracy) is to achieve Foundational Numeracy (EL&N) by 2026-27 literacy.

Further, he informed that Samagra Shiksha guidelines & NIPUN implementation guidelines have envisaged DIET to carry out collaborative action research to solve many problems related to the teaching-learning process and to facilitate the Continous Professional Development of Teachers.

Smt Bindu Rai, CRC, Nandok and Kabita Chettri, CRC, Bhojoghari were felicitated for participating in the project’s first step in the Action Research Field.

Ms. Tenzing Norzom Bhutia, Lecturer, Health & Physical Education, coordinated the function.

The programme concluded with a vote of thanks proposed by Ms. Tashi Doma Acushla, Sr Lecturer, DIET.

During the visit, MLA Lepcha inspected the ongoing construction of the forest rest house at Tashiding this morning and took stock of the work progress. Thereafter, he visited the under-construction Welcome gate at Yuksam.

Later, he visited Nesha village under the Constituency to know about the work progress of the infrastructure of the Veterinary clinic there and took stock of the work progress.

The meeting was attended by SP Pakyong- Mr. Karma Gyamtso, Director UIDAI- Mr. Akshay Bahl, Project Manager UIDAI-Mr. Thupten Geleg, DCSO Food and Civil Supplies Department- Mr. Bhim Pradhan, CNO- Ms. Ganga Dawari and Deputy Director DESMSE- Ms Ninila Kazi along with officials from various departments.

The meeting was convened to discuss various issues related to Aadhaar enrollment and updates in the district.

The committee addressed several problems residents had been facing while enrolling in and updating their Aadhaar information, during the meeting. To guarantee that all district residents have access to the services, the officials determined that more Aadhaar enrollment sites are required in rural areas of the district.

DC Pakyong, Mr. Tashi Chophel, called for the cooperation of all departments to ensure that Aadhaar enrollment and updating are done efficiently and effectively.

The committee also discussed the role of the state government in updating documents and the document status of residents who were enrolled 10 years ago.

The committee emphasized the importance of enrolling all students who have not yet enrolled and children born in hospitals in the age group of 0-6 years. It was decided that the Welfare Department would ensure that Aadhaar is mandatory for availing of any welfare scheme.

Additionally, the Education Department would be in charge of making sure that all students are enrolled, and in a similar manner, other departments were assigned duties.

Sr. Scientist & Head KVK Gyalshing welcomed all the participants and thanked the organizers for conducting a much-needed programme at KVK Gyalshing. He also highlighted about the ongoing activities of KVK and requested all the participants to take full advantage of the programme. Dr. P. Dutta from CPGSASCAU (I), Umiam Meghalaya gave a detailed presentation on disease diagnosis in maize, turmeric, and potato and their integrated management. Dr. A.K Pandey from TRA NBRR&DC Nagarkata, West Bengal apprised about the diseases of tomato crop and their management. He also gave hands-on mass production of Trichoderma spp and methods of field application and seed treatment.

Dr. Richa Varshney from ICAR- NBAIR Bangalore gave a detailed presentation on the Identification of insect pests of crops and their biological management and also a lecture on the mass production of natural enemies to manage insect pests.

The programme concluded with interaction, distribution of certificates and a vote of thanks.

Today’s programme was a Yoga Demonstration by State Sports Academy for Girls Soreng, Five-a-side Football Tournament for Open Women Categories. Participants were from SSAG A & B teams, ICDS Soreng, Combined team of UDHD & Motor Vehicle. Two teams State Sports Academy for Girls, Soreng B & ICDS Soreng team have reached the final which will be held on 25th March. The programme concluded with the distribution of certificates to all participants.

It may be mentioned that DTC Mangan would like the general public to be aware that tuberculosis is not just a clinical, but it is also a social disease. The importance of spreading awareness on the matter was also stressed; in order to curb the increasing number of cases in the district.

The programme had participation from Sikkim that included the Secretary, of the Science & Technology Department, Shri Bhuwan Pradhan, IFS, Principal Director, of the Science & Technology Department, Shri Dhiren Shrestha, Principal Director, of the Finance Department, Shri Rajendra Sharma.

The agenda of the event was to discuss the Climate Budget Tagging in public finances for climate responsiveness. Climate Budget Tagging (CBT) is a growing government-led process of identifying, measuring and monitoring climate-relevant public expenditures, with 26 countries having introduced or piloted CBT at the national level.

The event prioritized hearing from leading figures in the global experience with climate budget, including how it has been implemented in different contexts. The gathering reflected on convergences and divergences in approach while considering diverse economic conditions and discussed about the support required for interested states to implement Climate Budget Tagging.

The role of the government in identifying financing gaps and improving investment effectiveness for a climate-resilient economy was also discussed at the event.
