GO, B. Ram Sashtri, visits polling stations at Nandok SSS, Rongay JHS & Krishi Bhawan, Daragaon

Gangtok, April 6 (IPR): General Observer, Shri B. Ram Sashtri, IAS, today visited various polling stations at Nandok Senior Secondary School, Rongay Junior High School and Krishi Bhawan, Daragaon in East District.

During his visit, he interacted with the concerned Sector Magistrates, Flying Squad Teams and Booth Level Officers. The GO also looked into the basic necessary facility available at the polling stations for the convenience of the voters. He also enquired about the provision for facilities such as drinking water, sanitation and other basic facilities.

The General Observer stated for compulsory casting of votes according to strict guidelines by the Election Commission of India and also enquired about the facilities related to Person with Disability (PwD) and directed that such provisions should be taken up on a compulsory basis. He urged the officials to discharge their duties effectively to ensure successful, free and fair election.

Expenditure Observer visits various constituencies in East district

Gangtok, April 6(IPR): Shri Rajesh Kumar who is the Expenditure Observer for Assembly Constituencies (17-22) today visited 17- Khamdong Singtam, 18-West Pendam, 19-Rhenock, 20-Chujachen, 21-Gnathang Machong and 22-Namcheybong in the East District.

He interacted with the Sector Magistrates, Sector Police Officers, FST,VST,SST and briefed them about their respective roles and responsibilities. He also enquired on the basic minimum facilities available at the Polling Stations and also assessed the election preparedness in various places of his visit.

The Expenditure Observer informed the expenditure and accounting teams to supervise and monitor the expenditure incurred by their candidates and their respective political parties. The observer emphasized that it is imperative for them to maintain a register detailing the complaints filed by the contesting candidate and the representatives of political parties.

He also added that the officials should be equipped and well-versed with ECI guidelines and articulated that the election officials need to be vigilant in order to conduct a free, fair, transparent and inclusive election in the district.

PO, Shri Naveen Arora, starts his field visits from 17-Khamdong Singtam

Gangtok, April 6 (IPR): Police Observer, Shri Naveen Arora, today started his field visits from 17-Khamdong Singtam. He visited 17/9 a critical polling booth at Dochung Jr High school then moved on to booth 17/10 at Namgeythang Jr High school and 17/7 at Dipu Dara Pry. School.

He also visited the three polling booths, 17/16,17/17 and 17/18 at Singtam Community hall and booths 17/14 and 17/15 in Singtam Sr Sec school. He then inspected the booths 24/9 in Middle Camp Sec school and 24/11 in Biraspati Parsai Sr Sec school.

He also thoroughly inspected the strong room and the control room at Ranipool and discussed in detail the security arrangements of the complex with the concerned SDM and SSB personnel present in site. He also visited the all female police station at Ranipool and interacted with the SHO and reviewed the election arrangements, area of jurisdiction, crime situation, law and order, NBW, arrests of criminals, arms licence register, 107/116 & 151 CRPC, traffic duty and liasoning with the SSB and IRB personnel.

Sector Magistrates of Singtam Khamdong and Sang Martam constituencies, Sector Police Officer of Singtam Khamdong Constituency along with their FST, SST and VST were present during the inspection of the booths.

General Observer Aftab Faisal,IAS visits Soreng Sub Division

Gyalshing, 06 Apr (IPR): General Observer for West District, Mr. Aftab Faisal, IAS, visited Soreng Sub Division covering the assembly constituencies of Rinchenpong(BL), Soreng Chakung, Zoom Salghari (SC), Daramdin(BL) on 5.4.2019.

He visited the polling stations that were critical and also some model polling stations. He also interacted with Sector Magistrates,Sector Police Officers, FST,VST,SST,BLOs and also voters of the areas.

He was accompanied by the Laision Officer Dr. Anand Thapa and the SDM Soreng, Himmat Rai.

DEO cum RO, North casts his vote for Parliamentary & Assembly Constituency

Mangan, April 6 (IPR): District Election Officer (DEO) cum Returning Officer (RO), North, Shri Raj Yadav, IAS, casted his vote for Parliamentary and Assembly Constituency, General Election 2019 at postal ballot facilitation centre District Administrative Centre (DAC), Mangan, North Sikkim on 6th of April.

After casting his valuable vote, he appealed to the general people of 29-Kabi Lungchuk, 30-Dzongu, 31-Lachen Mangan and 32-Sangha of North Sikkim to come forward to exercise their voting right by casting their vote on April 11, 2019 from 7 AM to 5 PM at designated Polling Station.

Final round training of Presiding & Polling Officers in Mangan

Mangan, April 4 (IPR): The last and final round of three days long training to the Presiding Officers and Polling officers in connection with their duties on polling day and a day prior to poll day was successfully concluded today. The training programme which was held at the conference hall of Zilla Bhawan, Mangan had the presence of National Level Trainer cum SDM, Kabi, Mr. Mahesh Sharma who imparted training to the Presiding and Polling Officers.

Training programme was carried out in two shifts i.e. Morning and Evening shift. As informed by the Master trainer, Mr. Sharma, there are 11 groups in each shift comprising of 6 members of polling team which included one Presiding Officer and 5 Polling Officers in each group.

During the training, Mr. Sharma explained about the roles and responsibilities of the Presiding Officers and Polling Officers as the responsibilities vested on them for smooth conduct of Poll day through power point presentation. On poll day if the Presiding Officer remains absent by any circumstances, Polling Officer-1 will take charge of Presiding Officer with full responsibility, he said.

Mock Poll certification of Electronic Voting Machine (EVM) and Voter Verifiable Paper Audit Trail (VVPAT) must be done at the Polling Station before the casting of Vote, Mr. Sharma informed. He also made clear to them about the duty of Presiding and Polling Officers after the poll is over. After the training, a hand on training on Mock Poll to all trainees was conducted.

GO East visits far flung polling stations at Thegu, Kupup, Gnathang & Zuluk

Gnathang, 05 Apr (IPR): General Observer for East district, Ms. Mousumi Chattaraj Chaudhuri, IAS, today visited the far flung areas of Thegu, Kupup, Gnathang and Zuluk polling stations to review the arrangements of polling stations.

It is to be mentioned here that these polling stations are the farthest and highest altitude polling stations in the East district.

The GO took stock of the arrangements put in place for the convenience of the voters on polling day (11 April).

She reviewed the facilities being provided at the polling stations including water, electricity, toilet, cleanliness, facilities for specially-abled voters, transport facilities etc., to different polling stations.

Ms. Mousumi stressed on the officials and field staffs (BLOs, FST, VST) to work in close coordination with each other to ensure smooth conduct of the election process on polling day.

Final round training on various poll related procedures conducted in Gangtok 

Gangtok, 05 Apr (IPR): The last and final round of training on various poll related procedures and the handling and functioning of the EVMs and VVPATs was held at the conference hall of Manan Kendra today.

Master trainer, Shri Yadav Sharma, DPO (Zilla), conducted the training which was attended by the General Observer for East District, Shri B. Ram Shastri, General Observer for Parliamentary Constituency, Shri Ameya Abhyankar, CEO Sikkim, Shri R. Telang, and the DEO/E-cum-Returning Officer/East, Shri Kapil Meena.

Shri Ameeya Abhyankar, IAS, in his address to the polling parties stated that it is of great responsibility to be assigned polling duties and hence they must exercise utmost caution and sensibility during the polling process. He asked all to energetically participate in the training and derive optimum knowledge from this training session to avoid hassles during the poll day.

The CEO Sikkim, Shri Telang, in his address to the trainees, stressed on the participation of all for the success of the festival of democracy. He stated that the Polling parties are the core of the elections and a large chunk of the success of the elections depends upon them. He cautioned that one minute mistake can disrupt the whole polling process and hence the polling officers need to be viligant and alert.

He spoke on the importance of conducting mock polls and the importance of cleaning the machine data before the poll starts. Shri Telang requested the Sector Magistrates to create a WhatsApp group for all officers falling under their jurisdiction for better and increased communication.

The DEO/East, Shri Kapil Meena, while addressing the gathering, outlined the various roles and responsibilities designated to each polling official. He stated that the duty of the polling parties is to ensure that voters are able to cast their votes in secret, free from influence and in a calm atmosphere and added that they are responsible for the conduct of polls and for this they must have excellent knowledge of the voting procedure.

He further stressed that the Polling Parties must be well conversant with all the details and instructions provided in the Polling Manual of the ECI.He solicited active participation from each of the official towards ensuring a successful polling day and wished all the very best.

Master Trainer, Shri Sharma, briefed the Presiding Officers and Polling Officers about their fixed roles and responsibilities with respect to the smooth and successful conduct of the polling process. BEL engineers were on standby to impart hands-on training on the functioning of the EVM and VVPATs to the Polling Officers and help them get familiarized with the functioning of the machines.

The process of the conduct of mock polls with 50 votes per machine on the day of polls was emphasized and all the necessary procedures pertaining to the polling process was demonstrated.

At the end of the training session detailed hands on practice session on EVMs and VVPATs was done which was participated by all polling teams. This was followed by distribution of Identity Cards and Postal ballots to the polling personnel who were allowed to caste their Postal ballots in the voting components set up for the purpose

Final round training for Presiding & Polling Officers conducted in West district

Gyalshing, 05 Apr (IPR): The final round training to Presiding and Polling Officers of West District for the upcoming election 2019 was held today at the Conference Hall in Gyalshing, West Sikkim.

The training was presided over by the District Election Officer (DEO), Shri. Karma R. Bonpo, along with Mr. Karma T. Lepcha, ADC (W), master trainer, Mr. Santosh Kr. Alley and Mrs. K.C.S Tongden Lepcha.

While addressing the gathering, DEO, Mr. Bonpo motivated the officers to conduct the elections with right frame of mind. He emphasised on filling up the “FORM 17 A” “FORM 17C” and PRESIDING OFFICER’S DIARY strictly.

He instructed the polling parties to understand the task at hand and to perform their assignment as per the guidelines and leave no room for any errors. He suggested officers present to take consultations for any clarification or problems.

Master trainer, Mrs. Tongden, imparted training on general duties of the presiding and polling officers, wherein she explained in detail about the role and responsibilities of the officers for conducting the successful election.

Hands on training on Electronic Voting Machines (EVMs), VVPATs and its technical aspects were attended by all the present participants.

Commissioning of EVMs & VVPATs for Assembly Constituency concludes in West Sikkim

Gyalshing, 05 Apr (IPR): The commissioning of EVMs and VVPATs for the Eight Assembly Constituency was successfully completed at the Control Room Setup at Girls Senior Secondary School, Kyongsa.

The commissioning was done in the presence of Shri Karma R. Bonpo, DC-Cum-RO West; Shri Faisal Aftab, General Observer West; Shri Karma L. Lepcha, ADC West; Shri Tushar G. Nikhare, SDM (HQ); Shri Gilbert Lepcha, SDM (Gyalshing) and other Officials.

The commissioning of EVMs and VVPATs machines along with reserve EVMs and VVPATs for the remaining four Constituencies and one Sangha (05-Rinchenpong; 06-Daramdin; 07-Soreng Chakung; 08-Salghari Zoom and 32-Sangha) were successfully completed on 5th April, 2019 in the presence of the Political representatives.
